TO ENCOURAGE AND ASSIST THE LOCAL AUTHORITIES AND OTHER RESPONSIBLE PERSONS IN THE CITIES, TOWNS, AND OTHER POLITICAL SUB-DIVISIONS WITHIN THIS CHAPTER'S JURISDICTION IN PLANNING, ZONING, AND DEVELOPING FACILITIES AND LOCATIONS SUITABLE FOR INDUSTRIAL OR OFFICE DEVELOPMENT.
