TO DO SO, A SYSTEM OF PERSONNEL MANAGEMENT HAS BEEN ESTABLISHED SETTING FORTH THE STANDARDS AND CLARIFYING THE RIGHTS AND RESPONSIBILITIES OF THE EMPLOYER AND EMPLOYEES.
