IT MAY MAKE GRANTS, CONTRIBUTIONS, LOANS OR GIFTS DIRECTLY TO INDIVIDUALS INCLUDING GRANTS FOR SCHOLARSHIP BENEFITS, STUDENT AID OR SIMILAR PURPOSES.
