VOLUNTARY ORGANIZATION OF LOCAL GOVERNMENTS AND FIVE NORTHEASTERN INDIANA COUNTIES WHICH PROVIDES PLANNING, ECONOMIC DEVELOPMENT, TECHNICAL ASSISTANCE, AND ADVISORY SERVICES TO UNITS OF GOVERNMENT, DEVELOPMENT AGENCIES, AND OTHERS TO PLAN AND IMPLEMENT ECONOMIC DEVELOPMENT PROJECTS, TO DIVERSIFY THE DISTRICT'S ECONOMY, AND STRENGTHEN BUSINESS ACTIVITY.
