TO ADVANCE AND PROMOTE COMMUNICATIONS WITH FEDERAL, STATE AND LOCAL AGENCIES AND OFFICIALS, RESIDENT GROUPS, HOUSING DEVELOPMENT GROUPS, HOUSING ADVOCACY GROUPS, BUSINESSES, AND OTHER AGENCIES AND ORGANIZATIONS TO CARRY OUT POLICIES AND
