The goal of this organization is to develop, rehabilitate, manage and/or provide rental housing that is available to people who qualify on the basis of income, age or disability for publicly subsidized housing e.g., HUD housing or housing assistance under Section 8 of the Housing and Urban Development Act.

HELMS HOUSING, INC, (AGENCY) WAS FORMED TO CONSTRUCT AND OPERATE TWELVE UNITS OF LOW INCOME HOUSING, THE AGENCY HAD ENTERED INTO A CONTRACT WITH THE STATE OF CONNECTICUT DEPARTMENT OF HOUSING FOR FINANCIAL ASSISTANCE FOR THE HOUSING PROJECT IN THE FORM OF A GRANT-IN-AID PURSUANT TO SECTION 8-119DD OF THE CONNECTICUT GENERAL STATUTES. THE FACILITY WAS OPENED SEPTEMBER, 1991.

TO OWN AND OPERATE A RENTAL HOUSING PROPERTY FOR LOW-INCOME ELDERLY PERSONS UNDER SECTION 202 OF THE NATIONAL HOUSING ACT.

TO MAINTAIN COMMON AREAS, RECREATION AREA, AND PARK MAINTNENANCE; CONSTABLE LAW ENFORCEMENT - ALL FOR THE BENEFIT OF THE COMMUNITY.
