THE ORGANIZATION SEEKS TO ADDRESS THESE ISSUES IN THREE KEY WAYS. THE FIRST IS THROUGH THE CLINIC PROGRAM, WHERE LOW COST OR FREE NEUTERING IS PERFORMED WITH PAID VETERINARIANS AND MANY COMMUNITY VOLUNTEERS AT COMMUNITY FACILITIES (SUCH AS THE FAIRGROUNDS OR CIVIC CENTER). THE SECOND IS THE SHUTTLE PROGRAM, WHEREBY VOLUNTEERS TRANSPORT THE ANIMALS TO ACTUAL VETERINARY FACILI
