WEATHERIZATION: CONSERVE ENERGY AND REDUCE THE IMPACT OF RISING ENERGY COSTS ON LOW-INCOME PERSONS, PARTICULARLY THE ELDERLY AND HANDICAPPED, THROUGH INSTALLATION OF ENERGY CONSERVING MEASURES IN THEIR DWELLINGS.
